a gentleman should care for others and have manners, poise, courtesy. of the choices given, clinton is near the top in my opinion.
Kaleem proof of what, It’s all out in the public, the tree belief, the war on drugs, the lack of AIDS research under Reagan. So Reagan’s big accomplishment is outspending the USSR? Wow. On the “gentleman” side, Kennedy and Clinton were pretty much what women would consider “pigs.” Lyndon Johnson and Nixon were among the most foul-mouthed, ill-tempered people you could find.
From what I know of them, Ford, Carter and GHW Bush are generally considered by reputation as “gentlemen” in the true sense of the word. As a person and gentleman, you generally don’t get much criticism of Reagan either.
On the domestic policy side, people seem to have forgotten that it was Johnson that finally signed the Civil Rights Act of 1964 and launched the Great Society Programs of the 1960’s. Had it not been for Viet Nam, his legacy among Democrats would be pretty strong because he was quite effective at shaping a more expansive government on the domestic side.
The guy at or near the bottom of both domestic and foreign policy is clearly Jimmy Carter. His entire Presidency was based upon diminishing expectations of Americans and he certainly diminished the presidency during his term.
I place Reagan at the top on domestic and foreign policy. Domestically, he changed the entire nature of the political debate on domestic spending and laid the groundwork for the period of economic boom that lasted from the mid 80’s through Clinton’s term of office (with only very short periods of setbacks). Further, in laying the groundwork to win the Cold War, he provided us domestically with the opportunity to flourish economically through the peace dividend.

Among Republicans for me it has to be Richard Nixon, because of his international policies, particularly going to China . :) Watergate was wrong, but then others before and after him did much worse but never had the foresight to resign like he did, and maintain the 'prestige' of the of the office of the Presidency. Just look at how Clinton tarnished that office with his goings on.
From the Democrats it has to to LBJ. He did far more for African-American's and the poor than various Presidents had done over decades before, and made pretty aggressive and far reaching efforts to integrate American society. It's a tragedy that the Vietnam war overshadows all that, but it can be argued he inherited that mess from his predecessors, and was beholden to vast domestic interests to keep that war going?
