I think you are missing the point being made. It is true, there is a segment of people who try to be less productive because they feel they don’t need to be involved in their worldly responsibilities on the account of performing extra ibadah. However, that is not true for everyone.

The point of the month of Ramadan is that Allah provides for us an excellent opportunity in this one month to nourish our souls that are otherwise starved all year, or most of it because the focus remains well-being of the body, its’ desires, its’ nourishment while the nourishment of the soul in the form of 5 Salahs, Recitation of Quran during the night, much of it, or a part of it is neglected. Ramadan being the foundation to re-establish the exercise to control bodily desires, and nourish the soul should allow to atleast maintain some of the same activities throughout the year. If not tahajjud every night, then at least on the weekend nights when sleep can be made up. If not even that, then at least giving sadqah in the same spirit that people give sadaqa during Ramadan because its’ ajr is multiplied.

Your frustration is very valid though. It’s very unfortunate for people to make ill-use of Ramadan to slacken at work.
