It is forbiddent to touch the text of quran in its physical form if you do not have wudo. This means if it is on a paper, animal skin, Some CD's or CD cases will have Quranic verses on their faces you cannot touch them without wudo . In this case also if you are wearing hand gloves you can touch the verses of Quran. If you have something wraped around your hand which you know is clean and pak then you can touch these verses for example your skarf , hijab , dupatta topi etc. Also if the Quran is in a case or has a hardbound or softbound cover you can touch it without wudo.
Now in case of electronic media you cannot see the text of quran because it is saved as electons not as physical text therefore you can touch them without wudo. The example of electonic media are CD's , DVD's , Mobile phone , mp3 players, mobile phones, memory sticks etc.
Now as to taking them to the toilet again if you have them in your pocket or in a case it is fine because Quran in this case is saved in these gadgets as electrons not as text. Psyah has given a good example of hafiz a quran going to toilet.
