The Prophet (SAW) forbade that any person should look at the awrahof another, whether of the same or the opposite sex, and whether with or without desire, saying, "a man should not look at the awrah of another man, nor a woman of another woman, nor should a man go under the same cloth with another man, nor a woman with another woman." (muslim, tirmidhi)

any part of the woman's body which is not allowed to be shown in front of non-mehrem men constitutes her 'awrah. It must be covered, for exposing it is **haram.
