TO be fair, first one looked like an accident. It was not till the second hit, they realized that its an attack

I saw the second one hitting live on CBS.

By that time, they were already talking about 9 planes missing and possibly hijacked which turned out to be 4 later. They had enough time and with the technology and resources they have, their reaction time was still pathetic.
