Do this experiment.

Go to a F1 Race, and put a stationery camera along the track and when a F1 Car drives by, see if you can still see the entire car go by in great detail or will it appear as a blur.

Also use 2001 technology as well.

F1 race-track is not target of a terrorist attack so that scenario doesn’t apply. We will be sure to think that it was a race car even if we just saw a blur.
