Elections of 1970 were nationwide, and on PROVINCIAL basis. The election commission and the Yahya government made sure that elections were fair, and every PROVINCE could participate in it.

burqa that is not the point. West Pakistan existed when Bhutto won only from West Pakistan. East Pakistan existed when Mujib won from East Pakistan. Mujib got 160 seats and Bhutto got 81 seats in the national assembly of PAKISTAN. It was moral duty of the ruler to ask first Mujib to form the government on the basis of winming majority of the seats in the natiional assembly. But he did not and prefer to opt for military action. That was the turning point in the History of Pakistan. Otherwise what was the purpose of fair elections of 1970? Why Yahya Khan conducted these elections when he was not prepare to hand over power to winning party?

And if you know that there were province based elections, then how come Mujib claiming to be a national party could not win a single seat out of E. Bengal?

On the other hand, it was Mujib's narrow-minded view that stopped him from winning any seat outside of ONE of the FIVE provinces.
