What court gave verdict that current governor of Sindh is Murderer? Have I missed that verdict, or that court verdict came in one of your day dreams? 
As for Z A Bhutto, he was convicted murderer from Pakistan highest court, hence can be called murderer officially. 
One thing is certain, UK does not give political asylum to convicted murderer, and he got political asylum in UK, thus could not be murderer
