great link, I read that and tried to see if any news program analysing the outage goes into teh details about the lack of infrastructure modernization funding and other programmes which did not get W's blessing. sadly no program got into the discussion of how it got where it is..

i agree it's sad but, just as a quick note, not all of Canada was affected...western Canada was not and, as far as i am aware, neither were the maritime provinces. Basically just Toronto and surrounding areas close to TO (not to imply that that didn't cause many problems for Torontonians, manifestly it did).
