There might be some improvement if the target killings decrease or stop, but the bhutta will continue. May be in some areas the shop owners were forced to give bhatta to both factions of the Mafia, will have some relief and will have to pay it only once. Just guessing.
I think there is some kind of political insecurity among MQM ranks that has sparked this merger. May be the god fathers in establishments are running for their own lives these days and have lifted their unconditional support that Mafia has been enjoying in last 3 decades. Who knows.

I guess an analogy would be US airline asking for merger as they are facing foreign competition in a sector where they dominated when they were broken.
It could also be that haqiqi has seen the writing on the wall as far as the party goes. It never won any seats but since the operation to take its 'no-go' areas, there are no streams of revenue either. What ever happened to Afaq Ahmed as there is no mention of him in here?
