A novel plan for PIA

A NEW plan is in the offing to bifurcate PIA into two companies and sell one of them to an international party. The plan would split PIA’s sprawling operations into two — creating an airline on one hand, and putting ground operations such as hotels, catering and ground handling in a separate compartment. The airline can then be sold off, while the other operations could be consolidated for sale later.

This is, indeed, a novel idea and it should be given the space to succeed. Earlier efforts to privatise the state-owned airline have come to grief because of strident opposition from the labour unions who fear mass layoffs, and, reportedly, even from the Ministry of Defence which has large interests in the airline. The concerns of the labour unions are well understood, and layoffs at a time of high unemployment should be avoided to the extent possible.
But all other considerations for retaining the airline as a national asset have now been overshadowed by the sorry state of the carrier’s affairs for a number of years now. The fact that the airline has a workforce of 17,000 for a fleet of 36 aircraft, 10 of which are grounded, is evidence enough of its inefficiency. The accumulated losses, that had crossed Rs186bn when the plan was originally formulated in January, have left the airline with a debt burden of Rs276bn. This has made debt service one of its largest expenditure heads after operating costs.

Having come this far, and stoked the embers of expectation, the government must now see through the successful implementation of the plan. Retaining PIA as a national carrier no longer appears workable, and if a viable path exists to divest the airline without sparking mass layoffs, then the plan deserves a chance.

It is also worth noting that PIA would be amongst the first regional national airlines to be successfully privatised. However, it is equally important that mistakes of the past with regard to privatisation be avoided. Principal amongst these is wasting the proceeds. Since the government is intending to raise almost $4bn via its privatisation plan this year, it is crucial that we have thorough transparency on how those funds are utilised. The law requires them to be used for drawing down debt, not for financing the current account deficit. This must be ensured. Frittering away hard-fought gains has been a national failing for far too long now.

PIA acquires two Boeing aircraft on wet lease

Two aircraft of Pakistan International Airlines (PIA) acquired through the wet lease programme have arrived in Karachi.
Both aircraft have been acquired through Turkish Airlines and the agreement entails the use of aircraft as well as provision of pilots and cabin crew, along with maintenance and insurance facilities. This is in contrast with the dry lease programme in which only aircraft are provided.

Turkey had agreed to provide four Boeing 737-800 (180-seater) aircraft to the PIA under the program with the management of the national flag carrier aiming at a turnaround through acquisition of planes on dry and wet leases.

Turkish Airline will provide Pakistan with all four aircraft by the end of this year.

A spokesperson for Managing Director PIA Shahnawaz Rehman said the 737-800 (180-seater) aircraft are fuel efficient, adding that the planes would be assigned both domestic and international routes.

The spokesperson added that the induction of these planes in the fleet would help increase overall revenues.

The arrival of the two aircraft comes days after Pakistan’s privatisation czar Mohammad Zubair told Reuters in an interview that Pakistan was planning to split PIA into two companies and sell control of the core business to a global airline over the next 18 months.

The cash-strapped airline has some 17,000 employees but just 36 aircraft — and 10 of them are grounded due to a lack of spare parts.

So, the airline with the highest employee to aircraft ratio in the world is unable to provide crew or maintenance people for leased aircrafts? NICE!

why lease B-737's? they are fuel guzzlers, very noisy and the maintenance cost is high and doesn't carry as many passengers. Airbus A-319, A20 and A-321 are quieter, fuel efficient OR even Canada Regional Jet CRJ-700 is way more cost effective and suits well for the short hop flights [up to 2 hour long].

PIA made a bad decision i suppose.

PIA to set up 12 training centres

LAHORE: The PIA will build 12 training centres in all major cities within six months with an overall capacity of 1,200 students per year.
Special Assistant to the Prime Minister on Aviation Shujaat Azeem said at the inauguration of one such training centre at the PIA Complex, Allama Iqbal International Airport, on Saturday.

Speaking on the occasion, Mr Azeem said on the advice of the premier the PIA had taken this initiative for the youth as part of its corporate social responsibility.

“It will help our youth meet the challenges of airline industry. Lahore’s initiative is the first one while the second centre will be opened in Rawalpindi during this month. More centres in Peshawar, Quetta, Nawabshah, Swat, Muzaffarabad, Sukkur, Multan, Faisalabad and Hyderabad will be opened within six months,” he said.

He said the training centre had been awarded ANO-147 approval by the Civil Aviation Authority in line with the European standards.
He said: “We are offering airline industry courses on a competitive and affordable price compared to other local and international training centres.”

Commenting on the airlines’ current situation, Mr Azeem said 15 new aircrafts on dry lease would be inducted within few months while three Airbus A-320 aircraft had already been made part of the PIA fleet.

“Our utmost efforts to revive the national flag carrier are continuing and in the first six months of the current year we have been able to cut losses to over Rs8 billion or 45 per cent from the corresponding period of year of 2013.”

LAHORE: **Pakistan International Airlines (PIA) chairman Muhammad Ali Gardezi said on Saturday that the national flag-carrier would induct five aircraft in its fleet.

He was speaking to journalists at the airline’s office. Gardezi said the board of directors had approved the decision. He said PIA was expected to reduce losses by 44 per cent after inducting the ATR 72-500s. Gardezi said the aircraft would arrive in December. He said this would bring the total number of ATRs in the fleet to 11. They can seat 62-66 each passengers and will be operated on domestic routes.

Gardezi said the management was also planning to induct 10 Airbus A320 aircraft on a six-year dry lease. He said these would join the fleet in 2015.

Gardezi said the airline would be operating 11 ATRs, 13 Airbus A320s, nine Boeing 777s and five Airbus A310 aircraft in 2015. He said the A310s would be replaced with state-of-the-art Airbus A330 aircraft if circumstances permitted.

Gardezi said the management had been striving to improve the airline’s financial performance. He said they had managed to reduce losses by Rs10 billion. Gardezi said the airline had incurred a loss of Rs8 billion in the first six months of the current fiscal year.

He said this year the flag-carrier had made an operating profit of Rs338 million during the same time period.

Gardezi said the management had taken several initiatives to cut costs. He said the airline had stopped flying to Amsterdam and Frankfurt. Gardezi said PIA had been incurring losses of Rs461 million on these routes. He said the airline had abolished 200 foreign posts. Gardezi said the flag-carrier would continue reducing jobs at foreign destinations with low traffic.

Gardezi said PIA had successfully concluded its pre-Hajj operation. He said the airline’s post-Hajj operation was now underway. He said the flag-carrier had opened an aeronautical engineering centre of international standard in Lahore.

Gardezi said a similar facility would be opened in November in Rawalpindi. He said similar facilities would also be opened in Peshawar and Quetta.
