Because they want to live by islam as much as possible just like majority of muslims in the world who want the same but due to circumstances at moment not possible.
In your second point there are muslim countries but they are secular if you study their constitutions there is no islamic state in the world today this why we get clash in muslim countries between secular rulers and the people.
