It means, if they complain that does not automatically means they were harrassed, even if they were attractive.
Remember, complaining does not mean the complaint is true.

And as to Sehrysh, I have alreay had this discussion with her and disappointed to see her lack of understanding. 
A biased or senseless ‘lawyer’ is not what the world needs.
