I think that you are confusing the KP hazaras (maybe ont pashtun speaking closer to punjabis) with these shia hazaras, many of them having roots in afghanistan especially when Amir abdur rehman khan led a brutal campaign to pacify afghanistan (kafiristan became nurestan) at the turn of the twentieth century.
It reminds me of the FC conundrum, where FC is Frontier Corps but also stands for Frontier Constabulary. Some actually believed that constabulary stood at the pak-afghan border while frontier corps was a division in the pakistani army, since the Corps does have officers seconded from Pakistan Army.
