As long as there is a risk of Altaf Hussain being charged with murder and facing exxecution, the UK will not extradite him as both UK and EU laws make it illegal to extradite a person to a country where they may face the death penalty.
Pakistan would first have to change its laws, or persuade the EU to change its laws, regarding the death penalty.
This means that in order for Altaf to even conceivably be extradited to Pakistan, one of two impossible conditons would have to be fulfilled. Our religious parties will oppose removing the death penalty for murder, and the EU will never soften its stance on capital punishment.
There is an even bigger law at play which circumvent all other laws.
