This is not excusable behavior, but at the same time, if you're going to use this case to debunk the emergency move by Musharraf, then your argument falls flat. Before emergency and after emergency, I'd have expected no different from Pakistani police.
This falls under the philosophical argument of whether a 14 year old kid is considered a child or an adult. You have 14 year old girls giving birth in Pakistan and I don't see you guys making child abuse cases out of that. Therefore, if a 14 year old kid gets beat by the police for disobeying the law, then how is that different from a 30 year old getting beat up for the same reason?
If you want to say that beating is wrong, then fine. But that's not an issue specific to emergency. That has to do with how the police work. they've worked like this since the times of "democracy". Does that mean Democracy in Pakistan is trash too, just like the emergency?
