Well the government can’t. It was Kayani, not Zardari or Gilani, who appointed Pasha ISI chief (not that I agree with this strange concept). ISI is directly answerable to COAS, not the civilian government under the present set-up in Pakistan

But how could kiyani appoint him by himself but not give extension? I do agree that ISI needs to be more like CIA, and MI can pick up the slack of ISI for the army. A system of checks and balances need to be ensured in Pakistan.
