Drop scene of the drama regarding Nato supplies. PCNS delinks NATO supplies from drone attacks, would be interesting to see PMLN and JUIF’s point of view on this.
We should also keep in mind that Molana Diesel’s party was ruling KP when the NATO supplies were rolling through the province to Afghanistan.

In the last session of the Parliamentary Committee on National Security, the participants from coalition parties agreed to scrap the demand for the US to stop drones in order to get Nato supplies to Afghanistan restored. The members instead said that the government need to address the drone issue separately.
Earlier, PML-N and MQM members went out of the PCNS meeting in order to consult their party leadership.The meeting is fine-tuning draft for discussion in joint session of parliament regarding the review of the Pak-US ties.
The other day, JUI-F chief Maulana Fazl-ur-Rehman was wooed by President Zardari to attend the session of the PCNS.The Maulana insists his party sticks to its point of view on the Nato supplies.

At the moment the recommendations seem to be no more than empty rhetoric. What will Pakistan do if the Americans dont stop the drone attacks, and will they be able to expel the Americans from the airbases like Shahbaz? They will open the NATO supplies where as the rest will remain for later, so who knows how far they will be implemented.

2- National airbases will not be allowed to be used by any foreign power.
3- All verbal agreements with the US and Nato will be ceased.
4- Supply of weapons will not be allowed after reopening Nato supply lines.
5- Perpetrators of November 26 attacks on Salala check posts shall be brought to court of justice.
6- November 26 attacks will be declared a violation of international rules.
7- Pakistan must be assured that no more incidents like November 26 will ever happen again.
8- The United States must unconditionally apologise to Pakistan over check posts’ attack.
9- The US drone attacks must be stopped on Pakistani soil.
10- The US must reconsider its drone attacks policies.

A few days ago PMLN was not attending the committee, but after the meeting of NS with Munter everything changed.
Yesterday NS said "End drone strikes, then we’ll discuss NATO routes – The Express Tribune , and today the NATO supplies have been restored without any commitment from the Americans to end the drone strikes.

PML(N) and Fazul-Ur-Rehman sahab ka topi drama again khatam ho gaya.
All it needed is 30 min meetings of Cameron Munter (US ambassador) with Nawaz Sharif & Fazul-Ur-Rehman aur saree "Khud mukhtari" aur "Pakistan k national interest" jhaag ki tarha baith gaee and they agreed to work on same pay.
Just couple of days agao PML(N) and Fazul were not even sitting int he committee meeting and now committee meeting choreen, resolution unanimously approve ho gaee National Assembly say.
Ch Nisaar itni baar apna thoka howa chaat chukey hain k aab tu aadat see ho gaee hai I guess.

I**SLAMABAD: JUI-F chief Maulana Fazlur Rehman said on Friday that his party would continue to resist the reopening of Nato supply.

Speaking to the media, Fazl said Parliaments recommendations did not open the Nato supply rather prohibited supplies to Afghanistan.
**Fazl maintained his party would work to stop the reopening of Nato supplies and the recommendations had laid the ground work for a strong foreign policy.
**Fazl further said the recommendation to end verbal agreements with the US was included due to the JUI-F.

کئی کئی گھنٹے پارلیمانی کمیٹی کے اجلاسوں کا بیس روز سے زیادہ عرصے سے انتظار کرنے والے صحافی بھی پریشان تھے کہ آخر ہوا کیا ہے کہ مسلم لیگ (ن) اور جمیعت علماء اسلام (ف) والے جو ایک ایک لفظ پر بال کی کھال اتارنے والا کام کر رہے تھے، وہ اچانک اتفاق رائے سے سفارشات منظور کرانے پر کیسے راضی ہوئے؟
****اس کی بظاہر دو وجوہات ہیں، ایک درپردہ امریکی فرمائش نما دباؤ اور دوسرا حکومتی دھمکی کہ اگر اپوزیشن اتفاق رائے کے لیے تیار نہیں ہوتی تو اکثریت رائے سے سفارشات منظور کرائی جائیں۔ **ذرائع کے مطابق مولانا فٰضل الرحمٰن سے تو امریکی سفیر کیمرون منٹر نے کھلے عام ملاقات کی لیکن ایک سیاسی جماعت کے لیڈر نے پاکستان میں امریکی نمائندوں سے ملاقات کرنے سے معذرت کرلی اور اس کام کے لیے دبئی کا مقام چُنا۔

شاید یہی وجہ تھی کہ صدر آصف علی زرداری کا نام لیے بنا حکومتی دھمکی کا چوہدری نثار علی خان نے مشترکہ اجلاس سے ترمیمی سفارشات کی منظوری کے وقت ذکر بھی کیا اور کہا کہ اگر ان کی رضا مندی کے بنا سفارشات منظور ہوئیں تو وہ پارلیمان کی نہیں بلکہ حکومت کی سفارشات کہلائیں گی۔
چوہدری نثار علی خان کے لب و لہجہ سے واضح لگ رہا تھا کہ وہ کمیٹی کی تیار کردہ متفقہ سفارشات پر خوش نہیں ہیں۔ انہوں نے امریکہ میں پاکستانی سفیر شیری رحمٰن کا بھی تذکرہ کیا اور ملک میں قانون کی حکمرانی کے لیے انہیں جدوجہد پر سراہا بھی۔

شیری رحمٰن گزشتہ چند ہفتوں سے اسلام آباد میں سرگرم رہیں اور آخر کار ’ڈیڈ لائن‘ کے اندر سفارشات کی منظوری پر خوش نظر آئیں۔ وہ پارلیمان کی کارروائی دیکھتی رہیں اور وزیراعظم کے چیمبر کے چکر بھی لگاتی رہیں۔ پارلیمانی کارروائی دیکھنے کے لیے کئی ممالک کے سفارتکار اور غیر ملکی ذرائع ابلاغ کے نمائندوں کی آمد بھی اس بات کا عندیہ تھا کہ شاید ہر حال میں جمعرات کو سفارشات بنا بحث کے منظور ہوجائیں گی۔
منظور کردہ سفارشات ڈرون حملے روکنے، غیر ملکی خفیہ ایجنٹوں کو پاکستان میں کام نہ کرنے، پاکستان کی سلامتی، خود مختاری اور علاقائی سالمیت کا احترام کرنے، سلالہ جیسے حملے دوبارہ نہ کرنے، تعاقب کرتے ہوئے پاکستان میں نہ گھسنے سمیت متعدد نکات شامل ہیں۔ تاہم اس بات کی کوئی ضمانت نہیں ہے کہ ان پر عمل ہوگا اور خلاف ورزی کی صورت میں کیا ہوگا؟
ہاں البتہ ایک بات یہ ضرور ہوئی کہ مقامی ذرائع ابلاغ ہوں یا عوام، انہیں یہ باور کرایا گیا کہ پہلی بار خارجہ پالیسی کے لیے رہنما اصول پارلیمان نے طے کیے ہیں اور دنیا کو بھی یہ پیغام ملا کہ ماضی کی طرح انہیں صرف فوجی ڈکٹیٹر سے بات نہیں کرنی بلکہ لولی لنگڑی پارلیمان سے ان کا پالا پڑا ہے۔
شاید یہی وجہ تھی کہ پاکستان کے حالیہ دورے پر آئے ہوئے نائب امریکی وزیر خارجہ تھومس نائیڈز نے کہا تھا کہ امریکہ دنیا کی ایک ’میچوئر جمہوریت‘ ہے اور انہیں اندازہ ہے کہ پارلیمان کی کیا اہمیت ہے اور یہی وجہ ہے کہ وہ صبر سے کام لے رہے ہیں۔[/RIGHT]

According to the news coming out from US they have said categorically that all recommendations from Pakistan cannot be implemented, they could have implemented them before when our parliament passed two resolutions in their favour (if they wanted to).

US Defence Department spokesman George Little said that we are waiting for parliamentary recommendations of Pakistan but is doesn’t mean that all the conditions of Pakistan are acceptable.
It is worthy of note that last day, PCNS put some recommendations in the joint session of parliament regarding restoration of Nato supply and other regional issues.
The 14-point recommendations‚ presented by Chairman of the Committee Mian Raza Rabbani in the session on Thursday evening‚ envisage that relationship with the United States should be based on mutual respect for the sovereignty‚ independence and territorial integrity of each other.
It said that the US footprint in Pakistan must be reviewed. This would mean an immediate cessation of drone attacks inside Pakistan‚ the cessation of infiltration into Pakistani territory on any pretext‚ including hot pursuit; and Pakistani territory including its air space shall not be used for transportation of arms and ammunition to Afghanistan.
He said that attack on Salala check post was diametrically violation of international law and the US should not only seek apology on this issue but the military officers involved in this conspiracy must be brought to justice.
He said that no verbal agreements would be made with the US, adding that all the verbal accords with the US made in past have come to an end.
Pakistan is determined to exterminate extremism and terrorism in the region but there would be no compromise on atomic assets, he concluded.
He said that no airbase in the country would be allowed to be used for transportation of ammunition.
