License to explore oil is issued by federal + provincial governments. In Pakistan, private companies are extracting and exporting oil where the provincial governments get royalty and federal government gets the tax (which is later distributed to provinces according to finance awards).
Royalty for gas fields go directly into the pockets of tribal elders in Baluchistan. I am not sure where Sindh’s royalty from oil and gas goes. Not to the poor, it seems.
