The locals supports the tribesmen. Why would I stand against my brother or father if a fight takes place between them and an outisider? Use common sense. The tribals are supported by their kinsmen. That explains why Govt troops are unsuccessful to win against them
This is strange .... the tribesmen have no qualms in about taking money/support from India (an outsider) to act against fellow muslim Pakistanis (a brother) ....
