The ‘underlings’ of Upper House—Part II

ISLAMABAD: **Commonly known as a billionaire in the Senate, Gulzar Ahmad Khan appears to be the poorest of all in the Upper House as his declared assets are worth only Rs 2m against his liabilities of Rs 197m.

The poor Gulzar has no house, no car and as compared with 2004 he has even lost all the furniture, fittings and articles (FFA) he had declared before. For his son - Waqar Ahmad Khan - it is a ‘like father like son’ situation as he, too, is poorer as compared to 2004. His share in the two Gulberg houses has reduced. He has also lost Rs 12.8m of investments in stocks and shares. **
As per their asset declarations for the year 2004 as notified by the Election Commission of Pakistan, Maulvi Agha Mohammad has absolutely nothing to declare. Agha was better off in 2004 when he had at least Rs 0.3m to show.

Muhammad Abdullah has less than Rs 300,000 of total assets; Mateen Shah has just over a million-rupee assets; Muhammad Ismail Buledi has less than Rs 1.2m assets. Liaquat Ali Bungulzai has less than Rs 0.5m assets; value of the assets of Mrs Shereen Noor is just a little over Rs 0.5m; Dr Kauser’s total assets are less than Rs 3m; Mrs Mumtaz Bibi total assets are less than one million; Dr Azizullah Shahtakzai has nothing to declare except Rs 45,000; Amanullah Karmani has only Rs 4.5m assets to declare. Mrs Kalsoom Perveen has a total of Rs 4m assets to declare.

As against these poor the apparently richest has come from FATA- Hafiz Abdul Malik, whose declared assets are over Rs 240m but he does not own a car.

Asfandyar Wali is just a Rs 13m man, believe it or not, despite the fact that he has doubled the cost of his house from that of 2004 declaration.

Maulana Samiul Haq is unique to have declared that all of his assets have depreciated in value as compared to 2004. If the same trend continues the value of his assets would be zero in the years to come.

The Gerry’s Muhammad Akram has no car and only Rs 0.1m FFA. The only Nawab Senator- Nawab Muhammad Ayaz Khan- has less than Rs 10m assets to declare and has no independent house to live. Anisa Zeb Tahirkheli too has less than Rs 10m assets only 1/10th share in a family house and no FFA. She is a strange woman to have no jewellery at all.

Muhammad Azam Khan Swati has declared ten plots/houses in Bahria Town, eight plots in Top City and two more plots but has no car, no business.

Professor Khurshid Ahmad has Rs 8m assets to declare and does not own a house.

The value of Sardar Mehtab Ahmed’s immovable property has gone down as compared to 2004.

Pari Gul Agha’s one kilo gold is valued at Rs 1m whereas Rehmatullah declared one kilogram jewellery is worth only Rs 0.65m. Ilyas Ahmad Bilour added at least 29 plots to his immovable property as compared with 2004. His wife also owns a lot of property and business capital but the couple has jewellery valued at only Rs 30,000.

The value of immovable assets of Sahibzada Khalid Jan has surprisingly increased when compared with 2004. He, however, has no cash in hand or in the bank. Mir Wali Muhammad declared four cars including a BMW but all valuing just Rs 0.7m. He, however, has the maximum amount- Rs 48.5m- as cash in hand, an amount that obviously is too dangerous in the given situation.

From his already meagre assets previously declared, Maulana Rahat Hussain lost 1.5 tola of gold, all his Rs 95,000 cash and even more than 30 per cent of his FFA.

Senator Gul Nasib Khan had no immovable property in 2004 but declared two houses and five acres of land in 2005. In one year he lost all his bank balance and also has no cash. Syed Hidayatullah Shah seemed in bad shape in 2005 as compared to 2004 with all his immovable property except a Mansehra house disappearing. He also lost his double cabinet Toyota and is without any cash either in hand or in the bank. Dr Muhammad Said owns a car worth Rs 35,000.

While several Senators who had vehicles in 2004 lost them in 2005, Shujaul Mulk, who did not declare any car in 2004, showed two including a Land Cruiser in 2005 return. Nighat Mirza has lost all her FFA declared in 2004. In 2004 she has declared to have no furniture, no fittings etc at her residence.

Ayaz Khan Mandokhail purchased a Rs 20m house but declared no FFA. Syed Muhammad Hussain declared a UAE flat worth Rs 1.1m. In 2005 Tahir Iqbal has declared a ditto copy of his assets in 2004. The following are the details of the assets declared by the remaining Senators (The details of assets of first set of Senators have appeared on May 31 issue):

Mrs Nighat Mirza: Present value of assets include Karachi FB area house worth Rs 2.4m; remitted money Rs 2m; car Rs 0.5m; 70 tola gold; Rs 4.5m and Rs 45,000 bank cash. Spouse assets included.

Muhammad Azam Khan Swati: Has bank cash of Rs 1.2m and $ 1.1m; ten plots/houses in Bahria Town worth Rs 120m; eight plots in Top City Rs 13.6m; two other plots in societies worth 1.6m. In 2004 he had declared that all assets and liabilities of Tariq Shahzad enterprises were transferred to his son, 90% of assets and liabilities of Swati enterprises have been retained among wife, two sons and a daughter, 49% shares of Swati investment co transferred to two sons and wife, 100% share of Pak-petro have been transferred to two sons, received a brick kiln back from brother-in-law gifted earlier.

Waqar Ahmad Khan: Cost of 1/4th share in Gulberg Lahore house Rs 0.35m; 1/3rd share in Gulberg Lahore house II Rs 7.8m; Rs 136,647 in cash; Rs 2.6m in bank; FFA value Rs 0.3m. Share of Gulberg property and Wak Limited valuing Rs 14m gifted to wife. Liabilities: Rs 10m.

Shujaul Mulk: Present assets include Mangora market worth Rs 30m; Mingora shop Rs 1.8m; Mingora Cinema share Rs 3.5m; truck stand Mingora share Rs

Gulzar Ahmad Khan: Cost of assets include agri-land worth Rs 0.85m; Rs 0.15m saving scheme; Rs 60,256 cash and Rs 1m in bank; no FFA. Liabilities: Rs 197m.

Syed Hidayatullah Shah: Present assets include Mansehra house worth Rs 1m; seven tola gold; no cash no bank balance; some land in Mansehra transferred to unknown person.

Prof Khurshid Ahmad: Property includes Murree land worth Rs 1.5m; Abbottabad plot Rs 3.6m; Rs 0.18m investment in shares; Rs 0.96m leased car; jewellery worth Rs 0.45m; cash Rs 0.42m; Rs 0.9m in bank; and FFA value 0.4m.

Syed Murad Ali Shah: Present assets include Mardan Cantt house worth Rs 0.7m; three Mardan Cantt shops valued at Rs 0.27m; share in demolished house Rs 0.1m; agri-land Rs 0.67m; Peshawar house Rs 1m; shares investment of Rs 0.15m; two cars Rs 1.4m; cash in hand Rs 0.4m; bank cash Rs 1.7m; FFA 0.4m; and Rs 1.5m property sold by wife.

Maulana Rahat Hussain: No property but owns Rs 0.4m car; 6.5 tola gold; no cash no bank balance; Rs 60,000 FFA. Liabilities: Rs 0.15m.

Sahibzada Khalid Jan: Assets include agri-land worth Rs 2m; Rs 1.2m plot; Rs 14m commercial market; car valued at Rs 0.46m; jewellery of Rs 0.15m and Rs 0.2m FFA.

Prof Muhammad Ibrahim Khan: Present assets include Rs 1.2m Bannu house; Rs 1.4m agri land; jewellery worth Rs 0.15m; cash Rs 5,000 and Rs 0.18m in bank; and FFA Rs 40,000.

Asfandyar Wali: Present assets include Rs 2m worth house; Rs 10m agri-land; Rs 0.1m investment in shares; car value Rs 0.5m; jewellery worth Rs 0.5m; Rs 50,000 in cash and Rs 10,000 in Bank; and Rs 0.1m FFA. Liabilities: Rs 0.2m.

Sardar Mehtab Ahmed: Present assets include Mirpur Abbottabad house worth Rs 2.4m; land at Abbottabad worth Rs 2m; land in Boi and Rankot Rs 1.7m;

business capital include share in Malkot poultry breeder and share in Sardar brothers Rs 0.97m; Rs 1.5m investment with brothers; 60 tola gold; Rs 1.5m in cash and in bank; Rs 0.3m FFA and Rs 0.15m other assets.

Senator Gul Nasib Khan: Assets include Rs 2.5m worth two houses; Rs 1m five acres of land; and Rs 0.7m car.

Fauzia Fakharuz Zaman: Assets include immovable property worth Rs 42m; Rs 0.16m paid as down payment for a plot; Rs 1.2m car; 14 tola gold; Rs 20,000 cash and Rs 0.8m in bank; and Rs 30,000 FFA.

Dr Kauser Firdaus: Present value of assets include an open plot worth Rs 1.8m; Rs 0.2m of jewellery; Rs 5,000 cash and Rs 0.35m bank balance; Rs 0.18 FFA; Rs 40,000 transferred. Rs 0.8m to be paid for purchase of plots.

Mrs Mumtaz Bibi: Present assets include Rs 0.7m worth immovable property; eight tola gold; Rs 0.15m bank balance.

Mir Wali Muhammad: Assets include Quetta office Regal Plaza Rs 55,000; property in Satellite Town Quetta Rs 0.36m; business capital Rs 24m; four cars including a BMW valuing Rs 0.7m; cash in hand Rs 48m; and FFA Rs 0.25m.

Dr Azizullah Shahtakzai: Has only Rs 5,000 as cash and Rs 40,000 in bank.

Muhammad Sarwar Khan Kakar: Present assets include Rs 8m worth Quetta house; Karachi flat Rs 1m; agri-land Barshore Rs 0.37m; agri-land Pishin Rs 78,000; business capital Rs 2.7m; jewellery Rs 50,000; cash Rs 0.6m, bank cash Rs 0.27m and FFA value Rs 1m.

Mir Muhammad Naseer Mengal: Assets include Khuzdar house (no price declared); Karachi house Rs 3.7m; Khuzdar plot advance 0.1m; agri-land Balochistan (no value declared); Gwadar plot Rs 0.37m; car Rs 0.15m; jewellery Rs 0.1m; cash Rs 2m; and FFA Rs 0.45m.

Muhammad Ismail Buledi: Assets include two plots worth Rs 1.1m; jewellery worth Rs 0.1m; Rs 5,000 cash and Rs 10,000 in bank.

Liaquat Ali Bungulzai: Just Rs 0.4m in bank and Rs 80,000 investment in shares.

Nawab Muhammad Ayaz Khan: Present assets include shared house worth Rs 1.6m; combined house/agri-land Rs 5m; two cars value Rs 0.54m; 20 tola gold;

Rs 1.5m each cash and bank cash; and Rs 0.25m FFA.

Muhammad Aslam Buledi: Present assets include immovable property worth Rs 2.9m; 20 tola gold Rs 25,000 cash; and Rs 80,000 FFA.

Muhammad Aslam Buledi has hardly Rs 3m assets to declare.

Raza Muhammad Raza: Present assets include immovable property worth Rs 15m; five tola gold; and Rs 50000 cash.

Muhammad Akram: Present assets include share co-ownership house Rs 2.5m; business capital (Gerry’s) Rs 24m; secured loan Rs 13m; 20 tola gold; cash/bank Rs 1.4m; and FFA Rs 0.1m.

Maulvi Agha Mohammad: Nothing at all to declare.
