Allow me to be judgemental here but bengalis are extremely political and try to indulge it in every business. Recently due to lottery visas there are a ton of bengalis immigrated to US and settled in NY. When we talk to them introducing ourselves as Pakistanis, their reaction is worth-seeing. Its a lot of hatred against us for wutever reason so yes this news isnt much surprising.
Plus all sorts of pressure from India just makes the matters worse.

He is not "expelled" he was "called back"

While general public might not see much difference b/w two (and there isnt) but in technical/Foreign relations terms, it makes hell lot of difference. Expelling takes it to totally another level and is almost certain to end in reverse expulsion of diplomat of same level.

and finally, what else can you expect from Hasina Wajid's led Govt? Woman who left without giving trophy to winners (Pakistan) in a multi-nation tournament after her country lost (2012 Final). Doesn't that convey the grudge she holds and how low she can go?

Coming from BD foreign ministry:

A top official at the foreign ministry yesterday confirmed that the Pak high commission notified them of Mazhar leaving Dhaka on January 31 and surrendering the diplomatic identification card.** However, many in the foreign office question why a diplomat found involved in such grave crimes was let go without being expelled or declared persona non grata**.

He was never declared “Persona non grata”. BD govt asked Pakistan to withdraw him or they will designate him “persona non grata”.
