Money is fungible - meaning that if you really need a car, it doesn't matter if your uncle buys you a car or gives you money for college and you use the money you saved for college to buy a car.
Pakistan will have to spend what it needs for its deterrent. Yes, we have nukes but we need enough of a conventional deterrent to make India think twice before launching any mischief. If US says it will pay for social work, sure let them do it. We will just take what we allocated for social stuff and use it in our interest.
