The extra judicial killings referred here was the purported execution of Taliban prisoners by Pakistan Army. This came out in a leaked video a few years back.

So US is allowed to do extra judicial killings while others are not?

US is showing others how to use extra judicial methods to achieve their goals. I dont think this is good for world peace (from any angle).
