Actually, the elderly parents of Pakistani nationals are also entitled to apply for Pakistani citizenship. They only mention India...but I'm sure one could make a case for including Afghani nationals as well.
When the law specifically mentions India, it cannot be applied to Afghanistan.
You would need to pass a new law to grant citizenship to Afghan residents with Pakistani children..... but given that the pakistani parliament is trying to remove Afghans, it's unthinkable that they would be willing to make laws that would make it easier for them to stay.
The blunt reality is that Pakistan's government does not want even Pakistani citizens of Afghan refugee descent to stay in Pakistan. While there is no legal basis on which a Pakistani citizen can be expelled from or kept out of Pakistan, you can under the current law encourage these citizens to leave by removing all of their non-Pakistani family members and hoping that their families are more important to them than Pakistan is.
