Those are birthmarks, or really bad mascara. He has not yet been beaten yet, as only the Americans beat and torture people....... The Paksitan Security services have never done that. I know this because not a single post on Gupshup has mentioned that this is ever done. (Other than perhaps my posts quoting US State Department reports.)
My guess is that this guy has been in custody a while. If you caught him, why would you let it be known immediately before you had the chance to ask some polite questions? That would let all of his little cockroach friends scurry under the furniture.
