I believe this exposes the criteria and ranking system they used. “Tribal” areas were NEVER policed or under Pakistani govt control and there was a time whem a tribe almost took over big chunk in that region demanding Shariah implementation, even then Pakistan was not put in top 10 failed states.

The fact that Pakistan’s economy has grown, crime is definitely down compared to last decade, justice system is ridiculously same as before (no change) hence I do not believe Pakistan should be in top 10.
