No, it doesn't. The article does not mention CM-firing subs. It only mentions that Babur is capable of being fired from a submarine. It is possible to modify the Agosta 90-B's to fire CM's, and they may already be working on it.

I doubt it as pakistan doesn't have too much of a shipbuilding industry to begin with.

The licensing agreement with France (basically pakistan manufactures hulls while equipment still comes from france ie sorta like part outsourcing) will mean PN will have to make design changes. France giving permission might not be an issue? but PN lacking expertise and $$$ will be.
