Development projects are mostly open unless its secret technology. These agencies are responsible for covert operations, creating unrests, planting spies and what not and that budget is never open. With its geo location, I will not be surprised if ISI has to spend a lot of money on these operations…

I don’t think something drastic happened before 2007 or after 2008 that could account for the huge chunk of money so I don’t believe it was given for a new project, besides ISI budget already covers amount needed for special operations.
