There's only one source to everything in this universe. That's an established fact.

The question is does Allah create evil?

The answer is, Allah is Good and he only creates that which is good. Evil is a result of his decree, which of course creates more good than the evil.

For eg. is the story of Khidr on his journey with Moses, when Khidr kills the kid. The death of the kid seemed to be an evil act to Moses, but later Moses found out that the it was a for a much better and a greater cause.

Sharaabi bhai sab, I am unaware of khidr story, tried to find on net without luck. But giving example of a nabi is not the right choice, reason; he could communicate with God, so he came to know about the greater cause whichever it was through God.
Let see an example of a person who cannot hear from God (which is everybody). If you and I are going somewhere and I attempt to kill a child, would you let me; thinking, maybe there is a greater good somewhere down the pipeline.

The example was meant to show how Allah's decree could seem to have an evil result. It doesnt matter who does the job. Allah could do the job himself, he doesnt need any help from anyone or it could be angels, like in the case of Harut and Marut who taught man Black Magic, or it could be a Prophet.

Now obviously we cannot start committing such acts of the Prophets and the Angels, they were directly guided by the The Truth, we're not. So that's a non issue.

man, the story of Musa and Khidr is in the Quran in Surah Kahf (Chapter 18)
try opening the Quran instead searching on the internet
just a reminder it is Sunnah to read Surah Kahf on fridays

The origin of Evil is in 'PRIDE' , when any person or Tribe or Nation thinks it is better than another. their pride makes them commit acts of arrogance.
Iblis committed this sin of Pride. Pride begets Hate. Hate is completely opposite of and absence of Love. Hate starts Wars, killings, extortions you name it!!!
Iblis's got to have company in the Heat of Hell!

before you start making your own interpretations, did you read the Tafseer of that story?
doesn't look like it cause these are not the lessons learnt from that story

Yousaf Ali: 018.080 "As for the youth, his parents were people of Faith, and we feared that he would grieve them by obstinate rebellion and ingratitude (to God and man).

Do you really think tafseer is required for this ayah?

I don't think you understood the lessons that are to be learned from the story that's why I said you should look at the tafseer. Like Allah says that these stories are not for amusement but rather there are lessons in it for us.

The other rule of thumb is that we don't take Fiqh (Rulings) from previous Prophets except from Prophet Ibrahim. For example, this is in the Quran in Surah Yusuf that the brothers of Yusuf prostrated to Yusuf. This prostration was known as the prostration of honour/respect. In our Fiqh, this is not allowed at all. That's one misconception that needs to be cleared up.
You were trying to extract a ruling from this verse.

So, you can't really say what you said above.
I would suggest that you not use Yusuf Ali translation, because he translated Quran based on his interpretation and there were some mistakes in his translation.
