well if you observe the ground realities once again, this look like put into action again after a small pause by death of previous RAW/CIA asset Baitullah mesud as he was too exposed, they got rid of him or they were fed wrong intelligence by ISI to make it hit their own asset.
so after a pause, and they have streamlined new leadership for this group and hard at work again. if the operation tulse is sham then why its being exactly being carried out on the ground in Pakistan??
