In islam Immigration is allowed. If some muslim thinks he can not abide the laws of some country then he/she is allowed to migrate to some other place where they can have as many kids they want. Such as india.
Another suggestion: Not necessarily islamic, but is possible without contradicting islamic values.
if you are married you can understand, it is possible to control # of kids, without using any medicine or any physical barrier. It is only possible if one is more human than animal. This is how we humans are differentiated from animals ( we use brain, we have control on our deeds, we must have control on our instincts ( animals do not have such controls) we can change the topic , we can divert the attention etc etc) But poor animals do not have control on their acts, their instincts. They can not use their brain; so animals are called animals and we are called humans though we are also in the same kingdom.
That is why it is said he/she is like an animal, if can not have control on himself, can use brain to decide something. Allah Hafiz
