Henry can leave because he isn’t from the ‘other world’ right?

I just thought he wouldn’t let her leave because he is always stressing how she needs to save everyone, etc…which won’t happen if they just get up and leave

Isn’t he the Queen’s father? I thought we learned that early on… But I guess he was born outside of Storybrooke so he can leave.
