Well technically, a COAS as the top commander has to be a troop savvy people's person with troop as well as certain public appearances and tours being a part of his job as a leader (even more so in a strategically and politically troubled country like ours).
It's not so for a Chief Justice. Even in a judicially and criminally challenged country like ours.

^"certain public appearances" are okay, like on 23rd March or 14 th August or visisting a school. But its not COAS's job to go to Q leagues "Jalsas" and ask vote or get his huge posters or banners erected in Islamabad and organising rallies.
