resposnible physicians in US also want to reduce multiple births and would not transfer more than 3 embryos in general..as far as how many implant of those its completely out of teh doctor's hands.
this is just irresponsible work by a doc.
that many embryos are only transferred if the woman has a history of embryos not implanting, then you try a higher number hoping one or two implant.
the doc needs to be seriously sorted out
now i dont think at this pint it is clear whether it was IVF, if she was just on fertility meds than doc has even less control, however they should have stopped if she had that many follicles growing...but then it is out of docs hands because if a doc puts someone on fertilty meds and they had a lot of follicles growing and the doc says dont do anything and the lady still decides to have sex to try and get pregnant then the doc cant do squat
