The only time men are told not to cut their hair in the Quran is during the Hajj Pilgrimage, and that is it. Those who claim it is required in order to be a muslim are fabricating lies and attributing them to GOD. A practice strongly condemned in the Quran. Of course, those who uphold the lies think otherwise.
