I dont think that is true. If it had happened, independent media sources must have extracted this truth from the locality where operation was conducted. Also, you cant force people to not to spread this truth that they were told to stay at home in the time of operation.
If they wanted people stay inside they would have used some other tactics instead of coming in-front of people and delivering message directly.

It is quite true , These people remain active after this all and stopped every one to come close , so no civilian could come close .
