I thought the same but recently my cousin is going through the divorce procedure in Pakistan through their local council and they have to wait for few months between each talaq. I think if you go through a molvi it will be quicker but I don’t think it’s possible to go through a molvi these days coz of all the documents and stuff.

If a person say talaq three times talaq take place talaq is not bound of any paper process even Nikah in the presence of two witness can take place orally
