Northern Areas

Many of the federal representatives who rule over NA are from NWFP and that creates some resentment. And there are some issues over resources but I don't know enough details about this aspect.

This is true that most of the bureaucrates in NA are from NWFP but I don't think there is resentment against them. However there were issues with some Punjabi bureaucrates in the past because they were not enough familiar with their culture so Islamabad decided to send only Pashtun bureaucrates to that region.

I don't think that the administration of NA is done by any credible politicians, it's just bureaucrats, with little interest in the area. Which is why its important to devolve power to the local levels and away from Isb.

I'm not aware of any known resource issues despite living there for 3 months. Unless you could some random person having a problem with 1 person from Pakhtunkhwa, and its getting some type of coverage. Also, lets not forget the incredible diversity in the NA where there are competing local interests as well.

When all is said and done, folks from Islamabad do not have the expertise/understanding to effective administer NA.

May be he reffering to the Basha dam(?) issue, the dam is design in such a way that reservoir is in NA and the Grid area would be in NWFP. Therefore according to the law, NWFP will have control overy the electricity. That made some people from NA angry and they protested.

I don't think so. The Bhasha Dam project is up in the air at the moment. The project was pushed by the Musharraf administration, so there might have been protests from those who would be displaced/upset about not being consulted.

As for the power generation issue going to Pakhtunkhwa: 1. It was proposed by the Mush. Administration not the provincial authorities 2. The grid area is pure speculation, the most northern power station is in Kohistan that does not mean that the project could not include a power station to distribute the hydroelectric. As I mentioned before, the issues of NA were towards the Center not Pakhtuns, in fact Pakhtunkhwa has its own concerns with Islamabad related to hydropower and royalties.
