If you have exit polls, they are inconvenient to post-election rigging. I recall how several Lota League “heavyweights,” including Khurshid Kasuri, Humayun Akhtar etc. received “extra” votes during counting in 2002.
Surprise visits are also inconvenient. You cannot have a neutral observer casually walking into a ballot stuffing session, can you?
