I know what you mean by difference between state that represents a religion and people who abuse that power and majority for political gains. What happened in Gujrat and Ahmedabad was a massacre and slaughter of Muslims.
On Febuary of 2002, a mob set fire to Muslim locality killing more than 100 people. Police did not help, no body came to help and bodies burn for days and days. It was a systematic, planned massacre of Muslims and justice is not done to the lives that were lost. What happened in Gujrat and Ahmedabad mainly was a massacre of innocents and the state did nothing about it. India did nothing about it. Muslims bussiness were lootted and burn to the grounds. Mosques and dargas were razed, after that replaced by statues of Hanuman and saffron flags.
You can not call it a riot. It was genocide, pure and simple and the police were given orders to do nothing about it. There was no such thing like a political gain rather than hate that caused it and the authorities instead of stopping, supervised it. These convictions and arrests do not help the cause. Real people involved in the massacre are still out there including Narendra Modi.
