I think you can fill out your I-130 form and drop it off at the Islamabad embassy, I read it on the Pakistani/US embassy website. But if not, the Chicago address is probs correct.
And no, you don't need a landlord's letter. When you provide evidence of the person supporting you in the US (I'm assuming it's your fiance's family), then they just have to be able to show that they're financially stable and rich enough to support one more person. This is usually done through tax papers, propery documents, bank statements etc.
Initially, any join bank account, wedding photograph, chat log, call record, nikkah nama, etc are enough to establish spousal relationship. I would suggest go a head and apply I-130 even if you are missing any secondary proof (joint bank account). If they think they need more evidence, she will get RFE. But if she delay her I-130, it will further delay her case. What I am saying she could queue her application.

i live in US i got married in October 2011 the problem is that i have a green card and not a US citizen yet but INshAllah i will apply in June but im thinking to apply for my husband on a green card and when im a citizan inshAllah upgrade my status anyone here who did this how long did it take ? which is better wait or apply on a green card?
Applying on GC is painful, but if you are applying your naturalization in June it will take 5 month from June. Its mean, you could eligible in December to claim yourself US citizen if everything goes fine. You can apply I-130 now and change your immigration status in December by calling USCIS.
I think you should call USCIS and ask if it is allowed to change your immigration status on your applied petition.

After getting nikah-ofied the girl gets her maiden name changed and gets a new NIC made. This NIC has her husband's name and so her present address is her husband's address too. Now in the form I-130 she filled in her husband's address in the section "where have you and your spouse lived together" now in her interview should she explain this and say that the rukhsati will be after she gets the visa or should she not explain this and say that she has had her rukhsati and come up with evidence for it?
Please help....
