Hmm i would say no, because being betrothed/engaged was practiced during the time of the prophet PBUH and in fact if a girl was betrothed/engaged in islam it was frowned upon for others to ask for her hand, but that did not mean they were married, either party could still leave no need for divorce. I dont think “intent for future marriage” suffices for nikah. It must be clear everyone that the two parties are now married and the mahr must be formally announced. Yes the motions are the same but its the intention and formal announcement isn’t there

True. If only an intent is in the mind of both parties, it wouldn’t be considered marriage. Niyat is very important I believe.
