In north american corporate office culture men are not supposed to extend their hands to shake hands with women. Its always the women who have to initiate a handshake. If women please they can extend their hand and then its up to the guy to shake hands or not. But if a woman doesnt feel like shaking hands then theres no force.
Personally i'd never shake hands with any white men myself. Sorry i'm being racist but everytime ive seen someone walk out of a urinal without washing their hands it has been a white person. After 10-15 times, it just cannot be coincidence.
