As per Pakistani tax laws, property is required to be disclosed at cost, not at FMV (Fair Market Value), in Wealth Statement to be filed alongwith the Return of Income. G5 flat might have been purchased many years back, when its cost was around Rs 1.1 Million. Tax Laws doesn’t require you to report your assets at FMV, when prices increase substantially.

There is no Income Tax payable on immovable property (including flat) owned by a person. Even, latest introduced Income Support Levy is applicable on value of moveable property (which include vehicles, jewelery, cash, furniture, etc). So, I don’t see any tax evasion in this case
