Funny, in the history of world conflicts I cannot think of a time when starving people fought well. Now that the “Food-for-Fallout” program has ended, it is going to be a tough winter in North Korea.

The North Korean government should ensure that food shortages are not used as a tool to persecute perceived political opponents and that humanitarian organisations, in particular UN agencies, have free and unimpeded access to all parts of North Korea.

“Hundreds of thousands of people have died as a result of acute food shortages over the last decade caused by a series of natural disasters, the loss of support from the former Soviet Union and government mismanagement. Several million children are suffering from chronic malnutrition, impairing their physical and mental development.”

The report, North Korea: Starved of Rights - Human Rights and the Food Crisis, examines the North Korean government’s uneven distribution of food which has favoured those who are economically active and politically loyal. Restrictions on freedom of movement prevent North Koreans from searching for food or moving to an area where food supplies are better as they face punishment including detention if they leave their towns or villages without permission. Some North Koreans have been publicly executed because they have stolen food or goods to survive - school children have reportedly been taken to see the executions.

The government has also hampered the movement and access of international humanitarian agencies who have been involved in distributing food aid, which has contributed to donor fatigue and a fall in food aid commitments.

Lee, a North Korean man in his early forties, reported:
“I saw a 15 or 16-year-old boy die. The boy was there [in detention] as he had sold glass from his school. After 15 days’ detention the boy died because of malnutrition. There was so little food.”

Lee Sung-yong of the Seoul-based NGO, Good Friends - Centre for Peace, Human Rights & Refugees, reported to Amnesty International:
“Public executions were highest between 1996 and 1998 when the famine was at its peak. People were stealing the infrastructure of society such as electric lines and copper wires and selling it.”

After a ceaseless 50-year buildup, North Korea’s conventional forces are far stronger than were Iraq’s. A second Korean War, with or without nuclear weapons, would claim perhaps 1 million dead on the Korean peninsula, including thousands of U.S. troops. Nukes could hit Seoul or Tokyo with fallout reaching Elliott Bay.

Russia says North Korea nuke talks could resume in Feb

MOSCOW (Reuters) - A senior Russian diplomat was quoted as saying on Monday six-nation talks on North Korea’s nuclear arms programme could resume as soon as next month.

Deputy Foreign Minister Alexander Losyukov, speaking after talks with Japanese counterpart Hitoshi Tanaka, said a fresh round of talks was the only way to settle the crisis after a first round ended inconclusively last August.

“It would be best to hold the second round in February,” Russian news agencies quoted Losyukov, Moscow’s top North Korea expert, as saying.

“We think talks should resume as soon as possible because there is no other way of settling the North Korean problem… My Japanese colleague agreed with me on that.”

Six nations – the United States, China, the two Koreas, Japan and Russia – are trying to organise the second round as part of an effort to secure a diplomatic solution that would end Pyongyang’s nuclear weapons ambitions.

A U.S. State Department official who declined to be identified said Washington was hopeful the talks would start in February. He said the reason the talks had not yet been convened was that North Korea had not told China it was ready to return to the six-party talks.

The official said Washington believed Pyongyang was dragging its feet as part of its general reluctance to use the six-party talks as the vehicle to negotiate. “They basically do not like the six-party talks. They feel ganged up on.”

While the United States has ruled out bilateral talks, that would be the North Koreans preferred forum. “They want to get us in a room, make a threat and say ‘Now what are you going to give us?’” the official said.

But he said the multilateral approach could benefit North Korea more in the long term. “North Korea might stand to get more out of multilateral talks because countries in the region might be prepared to give more than we are.”

North Korea offered this month to freeze nuclear activities, a move seen by the United States and others as a signal that Pyongyang was preparing for talks.

Losyukov said multi-nation economic cooperation in northeast Asia would also help ease tensions on the Korean peninsula.

The crisis erupted in 2002 when U.S. officials said North Korea had admitted pursuing a secret nuclear weapons programme.

Russia, which shares a border with North Korea and used to sponsor its tiny neighbour in Soviet times, is the only member of the Group of Eight leading industrialised countries to have contacts with both Koreas.

I don't think some of these folks realize that N. Korea would likely be nothing but a footnote in the history books were it not for the Chinese intervention in the Korean war.

Let's not burst their bubble about the tremendous "victory" of Kim I that they think hurts American pride. Yes, we are all a twitter. North Korea will collapse eventually, or lash out trying to draw the US into the final confrontation.

In the mean time, North Korea is starving, South Korea is booming, and so long as South Korea is economically healthy, they will be able to defend themselves.
