Russia says North Korea nuke talks could resume in Feb

MOSCOW (Reuters) - A senior Russian diplomat was quoted as saying on Monday six-nation talks on North Korea’s nuclear arms programme could resume as soon as next month.
Deputy Foreign Minister Alexander Losyukov, speaking after talks with Japanese counterpart Hitoshi Tanaka, said a fresh round of talks was the only way to settle the crisis after a first round ended inconclusively last August.
“It would be best to hold the second round in February,” Russian news agencies quoted Losyukov, Moscow’s top North Korea expert, as saying.
“We think talks should resume as soon as possible because there is no other way of settling the North Korean problem… My Japanese colleague agreed with me on that.”
Six nations – the United States, China, the two Koreas, Japan and Russia – are trying to organise the second round as part of an effort to secure a diplomatic solution that would end Pyongyang’s nuclear weapons ambitions.
A U.S. State Department official who declined to be identified said Washington was hopeful the talks would start in February. He said the reason the talks had not yet been convened was that North Korea had not told China it was ready to return to the six-party talks.
The official said Washington believed Pyongyang was dragging its feet as part of its general reluctance to use the six-party talks as the vehicle to negotiate. “They basically do not like the six-party talks. They feel ganged up on.”
While the United States has ruled out bilateral talks, that would be the North Koreans preferred forum. “They want to get us in a room, make a threat and say ‘Now what are you going to give us?’” the official said.
But he said the multilateral approach could benefit North Korea more in the long term. “North Korea might stand to get more out of multilateral talks because countries in the region might be prepared to give more than we are.”
North Korea offered this month to freeze nuclear activities, a move seen by the United States and others as a signal that Pyongyang was preparing for talks.
Losyukov said multi-nation economic cooperation in northeast Asia would also help ease tensions on the Korean peninsula.
The crisis erupted in 2002 when U.S. officials said North Korea had admitted pursuing a secret nuclear weapons programme.
Russia, which shares a border with North Korea and used to sponsor its tiny neighbour in Soviet times, is the only member of the Group of Eight leading industrialised countries to have contacts with both Koreas.
