Here is a news flash:

Unreal tournament is the only game that comes with the game engine. It tells you on their jewel box “Create your own game using our Unreal Engine” You use 3d studio max and impliment them in the game engine. Though if you make a game in Unreal engine that comes with URT and release it you have to take the permission from the people who made the Unreal Engine and pay like 50k$s and Higher depending on how much is the game worth as a licensing fees.

Many Companies such as Blizzard entertainment or EA games have created their own game engines so they wont have to worry about paying the licensing fees

One can always make his own tools and do few test runs before they can actually make his own game studio. That is what my own intension is before my real project.
