Ehtesab, it boggles ones mind to see the tricks being played by anti-government elements.
Just read one of the links that you provided. It says
*PESHAWAR, Feb 8: The government paid huge amounts of money to four of the five most-wanted militants in South Waziristan, who surrendered and signed peace deals with the authorities in November last year , to enable them to repay the debt they claimed they owed to Al Qaeda, sources told Dawn. *
Ok so if you are a militant commander, and you sign a peace deal, and you renounce violence, and in return ask for money, what do you expect the government to do?
A) Refuse to pay money and thus prolong the militancy
or
B) pay the SOBs and hope they switch sides in your favor
