If anything the army it is indeed the army who is most guilty of selecting the terrorists they want to support and the insurgents they want to bomb. Who created and supported the Mujaheedeen again? What about the Kashmir Jihadists? What about spread of religious extremism in Zia’s regime? Even today their are all sorts of reports Pak army’s support for pro-Pak Talibans in Afghanistan. The prime reason Pakistan is in this bloody mess is because of the dirty deeds of committed by army and intelligence.
