I would call him an unelected leader such as Mubarak or Ahmedinijad
Dictators arrest all opposition, destroy all state institutions, and concentrate ALL powers in their own hands... Thats a dictator.. Fits Msuharaf like a glove...
A ruler who is not restricted by a constitution, laws or any opposition.
